Robert Cogan

Robert Cogan is Senior Manager of Federal Affairs for Tempe-based Salt River Project (SRP), the nation’s third largest public power utility and largest water supplier to the Phoenix metropolitan area.

He manages federal advocacy and strategy efforts on water, tax policy and natural resources issues while overseeing SRP’s relationships on Capitol Hill and within several national trade associations. Robert serves on the Advisory Board of the Western Caucus Foundation.

He has more than 15 years of public policy experience, including serving as a Chief of Staff in the House of Representatives and as Senior Tax Policy Advisor to the House Budget Committee.

He enjoys volunteering through First Tee of Greater Washington, DC and received a BA from the University of Hartford and MA from the U.S. Naval War College.
